Just turn off cloud save in the game properties and delete the files locally. Should do the trick.

Easy peasy! Just go to Steam > Settings > Cloud and uncheck 'Enable Steam Cloud synchronization for applications which support it.' Then, right-click the game in your Library, select Properties, go to the Updates tab, and uncheck the Steam Cloud option. Finally, delete the game’s saves from the userdata folder in your Steam directory. Voila, cloud saves gone!
