Just turn off Cloud sync in the game properties and delete your local saves. Steam will get the hint.

Honestly, why bother deleting cloud saves? They're like a digital safety net for when your PC decides to go belly up.

Deleting Steam Cloud saves requires a bit of a workaround since Steam doesn't provide a straightforward 'delete' button for cloud data. First, you'll need to disable Steam Cloud for the game in question. You can do this by right-clicking the game in your Steam Library, selecting 'Properties,' then going to the 'Updates' tab and unchecking the 'Enable Steam Cloud synchronization' option. After that, delete the local game files on your PC. Finally, when you launch the game again, Steam will ask whether you want to download the cloud saves or upload your current (empty) local files. Choose to upload, and voila, your cloud save should be effectively wiped.
