Deleting an upstairs in Sims FreePlay is simple: enter build mode and hit that red floor level icon. Then, select demolish. POOF, gone!

You can remove an upstairs level by going into build mode and choosing the red floor level icon, then selecting the demolish option. Bye-bye, upper floor!
