Make sure you have enough air! Hold both triggers, pull back on the left stick, and flick the right stick up. Practice makes perfect!
To nail a backflip in Skate 3 on PS3, find a ramp or large drop. Approach it at speed, pull back on the left stick to crouch, and then push the right stick down while pulling back on the left stick. Timing is key!
Honestly, don't bother. Stick to ollies and grinds; they look cooler and are easier to master.
