You need to build the Dance Studio, and then have your Sims reach Level 2 in the Salsa Dancing hobby. They need to practice using the dance floor to earn rewards!

You can unlock the Salsa Dance Hobby by completing the Salsa Dancing quest. After that, head to the promotions' r' us store, buy the dance floor, and let your Sims dance away!
