iFruit isn’t available as a download on the PS3 itself. Grab it from the App Store or Google Play on your mobile device and link it to your Rockstar Social Club account.

You can't download the iFruit app directly on your PS3. Instead, you need to download it on your smartphone or tablet from the App Store (for iOS) or Google Play (for Android). Then, you can link it to your GTA 5 account and enjoy customizing cars and training Chop!

Just download the iFruit app on your phone from the App Store or Google Play. PS3 doesn’t support app downloads like that directly.
