It's easy! Just go to the launch options for the game in Steam, add `-allowconsole`, and voila! Hit \\ during the game to bring up the console.

First hand experience here: Go to the game's properties in Steam, click on 'Set Launch Options', and add `-allowconsole`. Then press \\ in-game. Saved my squad multiple times!

Edit the `DefaultInput.ini` file in the XCOM installation directory and add `ConsoleKey=Tilde` under `[Engine.Console]`. Then start the game and press the \\ key.
