To enable DLC in XCOM 2, just go to the 'Additional Content' menu from the main screen and check the boxes for the DLC you want to enable. Simple as that!

I had this issue too - all you need to do is restart Steam after buying the DLC. Then, open XCOM 2 and you should see it in the 'Additional Content' section!
