Just dig into the game's `Documents\My Games\XCOM2\XComGame\Config` and edit the `XComInput.ini` file. Add `ConsoleKey=Tilde` under `[Engine.Console]`. Bam, you're good to go!

Based on my own experience, editing the `DefaultEngine.ini` file from `Steam\steamapps\common\XCOM 2\XComGame\Config` and adding the lines `bEnableConsole=True` and `ConsoleKey=Tilde` worked like a charm!
