Easy peasy! Right-click XCOM 2 in your Steam library, hit 'Properties', then in the 'General' tab, pop your desired launch options in the text box. You're good to go!

Go to Steam, right-click XCOM 2, choose 'Properties', and in the 'General' tab, you’ll see a box for launch options. Type what you need and hit 'OK'. Done and done!
