Easy peasy! Just head to the Armory, select the soldier you want to equip, then go to 'Loadout'. Choose the Nanoscale Vest in the Utility Item slot.

Once you've researched and built the Nanoscale Vest in Engineering, go to the Armory, select a soldier, and equip it in the Utility Item slot. Stay safe out there!

Did you build it in Engineering first? If so, go to Armory, select a trooper, and choose the vest in the Utility slot.
