In most Pokémon games, you need to level up Eevee near an Ice Rock to get Glaceon. In other games, simply use an Ice Stone.
Using an Ice Stone on Eevee is the simplest way to evolve it into Glaceon in some games.
In Pokémon GO, using a Glacial Lure Module at a PokéStop and then evolving Eevee will get you a Glaceon. I did it myself and it worked like a charm!
