You can't directly choose Vaporeon, but there's a fun trick! Rename your Eevee to 'Rainer' and then evolve it. Worked for me every time!

Just evolve your Eevee normally, hope for a Vaporeon! Otherwise, you might get a Jolteon or Flareon instead.
