Unplug the PS3 from power, wait a bit, then plug in again. While holding the power button, keep pressing it until you hear a second beep. Release it, and the PS3 should go into Safe Mode where you can choose to restore your system.

You'll need a USB keyboard or possibly a USB controller. Plug it in, start the PS3, and navigate through the settings to initiate a factory reset.
