Been there! Use Safe Mode to reset. Shut down, hold power button till it beeps twice, then go for 'Restore PS3 System'. Worked like a charm for me!

You can factory reset your PS3 without a password by entering the Safe Mode. Turn off the console, then hold the power button until it beeps twice. From the menu, select 'Restore PS3 System'. Keep in mind this will wipe all your data!
