Events, events, events! Can't stress this enough. Whenever Uranium Fever or One Violent Night pops up, drop everything and go. You'll not only get a ton of legendaries but also loads of XP. Worked for me every time.

Honestly, just play the game as you normally would but pay extra attention to nuke zones and high-level events. These are natural legendary magnets. And, team up! More players usually mean more and tougher enemies, which translates to better loot.
