If you have the email but forgot the PSN ID, you can recover it by visiting the PlayStation Network sign-in page and using the 'Trouble Signing In?' link.

You can't directly find someone's PSN ID just by their email for privacy reasons. But, if you're looking for your own, check the welcome email from Sony after account creation or log into your PlayStation account.
