Found it completely by accident while trying to outrun a Guardian, and boy, was it a pleasant surprise! The southeastern part of Hyrule is where it's at. Trust me, once you see water acting all weird, you're close. And, solving the puzzle to access it? Chef's kiss. Totally worth the detour from running for my life!
