Try plugging the controller into a different device like a PC to see if it charges there. If it does, it might be your PS4's USB port.
Replace the battery. If all else fails, it could be a dead battery that needs replacing.
Make sure to clean out the charging port. Dust can build up in there and cause charging issues.
Press the reset button on the back of the controller with a paperclip. It's a tiny hole next to the L2 button.
