I had this issue, tried all the fixes above, and finally, I had to replace the hard drive. Not ideal, but it worked.
First, try a hard reset. Turn off the PS3, hold the power button until you hear two beeps, then release. This should boot it into safe mode, where you can restore system files.
If those don't work, you may need to access the system's recovery menu. Hold down the Power button until the system turns on and off again. Then, release and hold the button again until you hear two quick beeps. Choose 'Restore File System' or 'Rebuild Database' from the menu options.
Honestly, if it's not a simple fix, it might be worth looking into professional repair services. Sometimes it's just beyond what you can do at home.
