I once had this issue - turns out I had chat disabled in the Privacy Settings without realizing. Make sure those settings are what you want!

First, make sure your account settings allow chat. Go to Settings > Privacy and adjust your chat settings there. If that doesn't work, try logging out and back in, or reinstalling the app.
