Quick fix for Rose's Radio: First, make sure you're in the correct location - Top of the World. If it's still not working, try server hopping (logging out and back in to get on a different server). Sometimes the quest can bug out due to server issues. If that doesn't work, check your quest log to ensure you've completed all the prerequisite tasks. Sometimes quests have to be done in a specific order!

I had this exact problem! Turns out, I hadn't completed a prior quest necessary for Rose's Radio to work. Make sure you've done all her tasks and then try accessing the radio. Worked like a charm for me!
