Try lowering the graphics settings a notch! Sometimes XCOM 2's detailed alien entrails can stress your GPU. Also, disable V-Sync and anti-aliasing to see if that smooths things out.

I had the same issue. Verifying the game files on Steam worked for me! Right-click the game in your library, hit 'Properties,' and then 'Verify Integrity of Game Files'.
