On my Android, I just go to Settings > Apps > The Sims FreePlay > Force Stop. Works like a charm!

On iPhone or iPad, just double-tap the Home button (or swipe up if no Home button) to open the app switcher, then swipe up on The Sims FreePlay. For Android, open the recent apps menu and swipe away the game. Easy peasy!
