When you're on the main screen of Cold War, press the Options button on your PS4 controller. Navigate to 'Manage Game Content' and check if Zombies is listed there. If it isn't installed, you'll see the option to download it.
Just go to the 'Add-Ons' tab in the game, and make sure the Zombies pack is downloaded and installed. Done and done!
