To perform a fusion in DBZ Budokai Tenkaichi 3, you need to have both characters in your team. Then, both must have enough ki (max 5 bars). When you fulfill these conditions, press and hold the required button combination (usually R3 + R2) to trigger the fusion cutscene. Voila, you've got yourself a powerful new fighter!
