Unfortunately, you can't get command blocks in Minecraft PS3. They're only available in the PC edition of the game.

You won't find command blocks in Minecraft for PS3. They just aren’t included in that version.

Command blocks are not available on the PS3 version of Minecraft. I'd suggest trying the Java Edition on PC instead.
