Unfortunately, Sony doesn't officially support custom avatars for PSN. Your best bet is to select one from their vast library or use your Facebook profile pic if you link accounts.

Creating a custom PSN avatar is not allowed by Sony. You can only pick from their pre-approved avatars on the PlayStation Store.

From my experience, you're stuck using the avatars provided by Sony. Check out the PlayStation Store for new ones!
