To get a custom Roblox cursor, just replace the default cursor images in the Roblox directory with your custom ones. Make sure to back up the original files first!
I tried changing mine by just swapping the cursor files: C:\Users\[YourName]\AppData\Local\Roblox\Versions\[current version]\content\textures. Just name your custom cursors the same as the originals, and you're good to go!
Why bother? The default cursor works just fine and keeps things simple.
