Honestly, you're gonna need to grind through the main story and a bunch of side missions. Hey, at least the battles are fun!
Story mode plus Parallel Quests get you most of 'em. DLCs for the rest.
To unlock all the characters in Dragon Ball Xenoverse 2, you need to complete the story mode, Parallel Quests, and participate in the Expert Missions. Don't forget to check special characters from DLC packs!
Just buy the Deluxe Edition and DLCs. Easiest way, trust me.
