Just grind through the main storyline and Parallel Quests. Also, look out for special events—they sometimes give out vehicles as rewards!

From my experience, the quickest way to get all vehicles is to complete all missions at Capsule Corp. and Hercule’s House. Some are really hidden behind specific quests!
