In my experience, you need to go on Covert Actions that specifically say 'Rescue Captured Soldier'. Check the Resistance Ring often!

Ah, the agony of losing a beloved soldier! You can get them back by completing specific Covert Actions from the Resistance Ring. Just keep an eye out for missions tagged with 'Rescue Soldier'.
