To unlock characters in Dragon Ball Xenoverse 2, you gotta complete the story mode and parallel quests. Some characters even need you to collect Dragon Balls and make wishes at Shenron!

Most characters are unlocked by progressing through the story mode. Just keep playing, and you'll naturally add more fighters to your roster. Patience you must have, my young Saiyan.
