It's a frosty place, so pack some warm meals or elixirs to survive the trip. Once there, look for the Rito Village. They're the bird folks, can't miss 'em. Chat with the locals, and you'll eventually find a merchant selling the Rito set, which includes the cold-resistant armor. It's a bit pricey, but totally worth it to stop Link from turning into an icicle.

Just buy it from the Rito Village in Hebra. It's called the Rito set. Keeps you warm, looks cool, end of story.

Here's a hot take - you don't NEED the cold armor. Just keep cooking spicy food. It's cheaper, and you can pretend Link's on a perpetual spicy food challenge.
