To get Death Step, you need Dark Step at 400 mastery. Once you have that, head over to Ice Castle in the Second Sea and talk to Phighting Styles NPC. Offer 5,000 fragments and 2,500,000 Beli to get it! Good luck fighting your way there, mate!

To get Death Step, you need Dark Step at lvl 400+, then head to the Ice Castle. Beat the Awakened Ice Admiral for the Library Key and find the Death Step teacher in the room it opens! Easy peasy.
