I used the QooApp store to get it. You just need to download QooApp, search for Dokkan Battle JP, and install it. No need for a Japanese Apple ID or Google account.
For iOS users, create a Japanese Apple ID. Then use that to access the Japanese App Store and download Dokkan Battle JP. I did this and it worked like a charm!
Hot take: If you're not in Japan, just stick to the global version. Less hassle and still plenty of fun.
