You can get the Giant Storm skill by completing the Parallel Quest 6 (Saibamen's Revenge). Just beat Nappa, but make sure you're also getting an Ultimate Finish for higher drop chances!

Just grind PQ06 (Saibamen's Revenge) to get Giant Storm. Simple but might take some luck.

I got Giant Storm by doing PQ06, defeating Nappa, and then RNG blessed me. Patience is key!
