To snag yourself a Handmade Rifle blueprint in Fallout 76, you're gonna want to hit up the Patrol Duty event at the Eastern Regional Penitentiary. Finish the event, and boom, you've got a chance at the blueprint as a reward. It's not guaranteed, but keep at it, and you'll get it eventually. Also, level 15+ players can buy it directly from Vendor Bot Wallace at Harper's Ferry. Make sure you've got enough Caps, though!
Just server hop till you get the Patrol Duty event at the Eastern Regional Penitentiary. The event drops it sometimes. Patience is key!
Try farming the events in the Savage Divide. Tougher enemies, but I got my blueprint after a few runs. Good luck!
