Start by completing the 'Free States' questline which will lead you to 'Defiance Has Fallen' quest. This quest will guide you towards the access code. Once you have it, head over to Harpers Ferry Armory, locate the terminal outside the armory, and use the code to gain access. Inside, you'll find plenty of loot and maybe a challenge or two!

Just smash in bruh, no need for codes and quests. Jokes aside, you actually need to follow the questline and grab that access code. It鈥檚 the only legit way in unless you fancy trying to glitch your way through walls, which I wouldn鈥檛 recommend.
