To start the Invisible Ties quest in Fallout 76, you need to progress in the main Wastelanders storyline till you've unlocked the settlers at Foundation. Once you're in good standing with them, talk to Paige, the leader of the settlers. He'll eventually hand you the quest. It's a fun one, so enjoy the espionage!

Make sure to explore the area around Foundation thoroughly. Sometimes, doing side quests and helping out the locals can boost your reputation and unlock quests faster. Trust me, I spent hours doing seemingly unrelated stuff, and it worked wonders for unlocking missions like Invisible Ties.
