There's actually no standalone PS5 upgrade for The Last of Us Part II. But, the PS4 version received an update to improve performance and visuals when played on a PS5. Basically, just play the PS4 version on your PS5!

Good news! If you own The Last of Us Part II on PS4, the game gets a free performance patch for PS5. Just pop in the disc or download it from your library, and you鈥檙e good to go!
