First, have your Sims reach the Partner status. Then, place the 'Park Venue' in the park and have one propose to the other there! Wedding bells will be ringing in no time.

Just build up your Sims' relationship to Partner, then pop the question in the park. Don't forget to have enough Simoleons for the wedding setup!
