Look for Team Rocket Grunts. They sometimes have Remoraid in their lineups. Beat 'em, catch 'em, and evolve into Octillery!

You need to evolve Remoraid to get Octillery! Catch a bunch of Remoraid and use 50 candies to evolve 'em. Easy peasy!

Just evolve Remoraid. Catch one, gather 50 Remoraid candies, and voila, you have an Octillery.
