This unlocks the ability to buy the plans for the armor pieces. Head over to the Vault 79 after finishing the Wastelanders quests, and look for Regs. He's the guy that sells all the plans for the Secret Service armor. Make sure you've got enough Gold Bullion, though, because ain't nothing in life or Fallout 76 free, unfortunately.
