You have to get the Viper Autopsy researched first. Once you do, head to the Proving Ground and you can build it from there!

Step 1: Kill a Viper. Step 2: Do the Viper Autopsy research. Step 3: Build Serpent Armor at the Proving Ground. Simple as that!
