To get Solgaleo or Lunala, evolve a Cosmog! Complete the special research tasks to catch Cosmog and use 100 Cosmog Candy to evolve it into Cosmoem. Choose the right time during the day (for Solgaleo) or at night (for Lunala) while evolving Cosmoem.

Just evolve Cosmog. It's part of special research and eventually becomes Solgaleo during the day or Lunala at night.

You need Cosmog first! Niantic occasionally offers special research tasks that let you catch it. Once you have it, evolve Cosmog to Cosmoem, then decide between evolving into Solgaleo (day) or Lunala (night).
