Easy answer! SSJ3 Goku is part of Goku (Super Saiyan)'s moveset. Just perform his Meteor Super Attack, and you'll see him transform into SSJ3 for a brief moment. No need to unlock him separately!

SSJ3 Goku isn't a standalone character in Dragon Ball FighterZ. You actually get to see him during one of Goku (SS)'s supers - it's a nice surprise!

I was confused at first too! But turns out SSJ3 Goku appears when you use Goku (Super Saiyan)'s Super Kamehameha. No unlocking required!
