So, you need to craft it into Stable Flux at a Chemistry Station using Hardened Mass, Glowing Mass, and High Radiation Fluids, which you can also find in nuke zones. Each type of Stable Flux (Cobalt, Crimson, Fluorescent, Violet, and Yellowcake) requires a specific raw flux, so make sure you're picking the right flowers!
