From my experience, all you need is level 40 and the patience to complete Vegeta's training. Then boom, Super Saiyan powers unlocked!
Honestly, just grind to level 40, hit up Vegeta, and then say hello to glowing golden hair. Easy peasy.
Skip the grind, just buy the DLC. Or, you know, level 40 and Vegeta's Quest.
Hit level 40, visit Capsule Corp, finish Vegeta's quest. Boom, Super Saiyan achieved!
