To unlock the Toddlers quest, you need to complete the quests for Babies first. Once you finish the 'Two and a Half Sims' quest, the Toddlers quest 'Adulthood' will automatically trigger!

Honestly, just finish the baby quest and boom, toddlers quest unlocked!

Just keep playing and completing quests. After the Babies quest, the Toddlers quest will show up in your Active Tasks list. It's all about progression, folks!
